Due to limited staffing many counties may find it difficult to serve their constituents.  If residents need to retrieve information on land parcels, view court documents, renew their vehicle registrations or do any other government business, they usually need to do it in person, by physically coming to the County Offices. But with several hundreds of thousands of residents just providing basic services for some counties can become a real challenge. Not necessarily so if counties move most of their functions to the Web.  This approach could save on time and staffing costs.  This could be accomplished by implementing an ECM that  would also serve as a standard document management system in order to allow a county’s various divisions to do document archiving, security, retention, retrieval and disposal in a standard way.
